Resistance values in excess of resistance threshold limits in short-circuiting devices render the device ineffective.

In the event of energisation, high resistance short-circuiting equipment may disrupt the supply at source, but it cannot protect from death or serious injury as it will have allowed unsafe levels of current to flow through the operator.  The prime function of short-circuiting equipment is to protect the operator; it is not just to operate tripping devices.
